The fed funds rate has been as high as 20%, back in 1979. Fed Chair Paul Volcker used it to combat double-digit inflation. When the Fed lowers the rate, the opposite occurs. Banks are more likely to borrow from each other to meet their reserve requirements when rates are low. The Federal Reserve lowered the target range for the federal funds rate to 2-2.25 percent during its July meeting, the first rate cut since the financial crisis, as inflation remains subdued amid heightened concerns about the economic outlook and ongoing trade tensions with China.
